The two dragons (Ruth and Farli, who could hold their breath for an extended period of time) did in fact go up to the Yokahama, specifically to throw some switches which would reactivate the air system, so that humans could follow them and complete their work. I kind picture them flopping around in the air like a fish would on land. Ah wait, i know how they move... magic. Maybe the dragons ARE the crew, they just have very poorly designed seats.
