Either she’s riding side-saddle or she is inside a dragon themed bumper car. Can’t quite figure out the perspective. And Dick Tracy seems to be riding his cat.

I think Fedora in the background is admiring the appearance of blonde dragon lady in the front. Since he’s not as badass as her, he doesn’t get to ride an actual dragon (I assume}.
I don’t think that’s as much hair on the dragon as it is speed lines to indicate it’s supposed to be moving fast.

Are they coming out of a space warp, or falling into a black hole? (There’s stars in the background) Distortion abounds, more than you’d expect even from faux Expressionist-Cubist-Bolshevik art. Maybe it’s just a really, really strong giant fan at the amusement park.
OTOH, as the warp seems to mostly affect Fedora the Cat Rider, maybe the dragon’s moving so fast that it’s warping space-time.
This is the sort of thing that gives feminism a bad name.
